New Submission Method for the Customs Registration Form (FRA).

As of December 9, 2024, passengers entering or leaving Ecuador by air may present the Customs Registration Form (FRA) either physically or digitally; however, starting July 29, 2025, its presentation will be exclusively digital.

Who must present an FRA?

The Customs Registration Form (FRA) is mandatory for:

  • Passengers entering the country with taxable goods.
  • Passengers carrying cash equal to or greater than USD $10,000 (or its equivalent in other currencies), both upon entry and exit from the country.

Process to complete the FRA

  1. Create an account at www.aduana.gob.ec
  2. Fill out the form:
    • Select the type of form (entry or exit).
    • Complete personal details and declare goods and cash.
  3. QR Code: Once the form is completed, a QR code will be generated, which must be presented at customs control.

Note: The form must be completed in advance, up to three (3) days before your trip.

  • Strengthens customs controls.
  • Improves the prevention of money laundering and tax evasion.
  • Integrates with the ECUAPASS information system, ensuring accurate and secure information.

Note: Sanctions: Non-compliance may result in fines, confiscation of goods, and other legal consequences.

This advancement aligns with international regulations to prevent money laundering and tax fraud, in accordance with the Organic Law for the Prevention, Detection, and Combat of Money Laundering and the Law for Tax Equity. With these measures, Ecuador strengthens its financial security and international standards.
