SRI Issues Resolutions Related to VAT, ISD, and ROTEF Annex.
During the last weeks of 2024, the Internal Revenue Service issued several resolutions within its jurisdiction, including those summarized below:
1. Resolution No. NAC-DGERCGC24-00000042: The SRI establishes the obligation for specialized deposit and electronic payment companies (SEDPES) to submit the “Annex for Reporting Economic Financial Operations and Transactions – ROTEF” starting in January 2026 (with information from January 2025) in accordance with the following transitional calendar:
2. Resolution No. NAC-DGERCGC24-00000045: The annual exemption amount for the Foreign Currency Exit Tax for purchases or withdrawals made from abroad using credit or debit cards is set at USD 5,188.26. This amount will be valid for the period from 2025 to 2027.
3. Resolution No. NAC-DGERCGC24-00000046: The deadline for submitting VAT declarations for the tax periods of October and November 2024 is extended, without this resulting in the imposition of fines, surcharges, or interest.
- State institutions, public companies regulated by the Organic Law on Public Enterprises, special taxpayers, those taxpayers whose principal residence is located in the Galápagos Province, and non-resident VAT withholding agents providing digital services may consider the following calendar:

- If any of these dates coincide with mandatory rest days or national or local holidays, they will be moved to the next business day, unless, as a result of the postponement, the due date falls in the following month, in which case the due date must be moved up to the last business day of the month of due date.
